GENERAL STATEMENT OF DUTIES: Performs professional accounting, financial reporting, and supervision of accounting personnel, accounting systems analysis, budget preparation and auditing work; performs related duties as required. This position reports directly to the County Controller but works closely with the Elected Clerk/Auditor/Recorder and the Chief Deputy.
PRIMARY JOB RESPONSIBILITIES:
Assists the Controller with creating the Comprehensive Annual Financial Report (CAFR) in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements;
Assists the Controller with the budget process and in preparing countywide budget documentation;
Assists the Controller in forecasting revenue and fund balances, analyzes results, and makes reports and/or recommendations;
Plans, designs or develops, and maintains accounting systems and subsystems;
Develops and communicates new accounting policies and procedures to users;
Analyzes computer systems as they impact departmental financial and accounting needs and makes recommendations for improvements;
Maintains specialized and general ledgers and related journals, reconciles subsidiary accounts to control accounts, and prepares year-end journal entries;
Responsible for creating specialized financial reports, as required, on selected financial matters in order to develop and analyze data for recommendations for the improvement of specific areas or functions;
Assists the Controller in the analysis and determination of the accuracy of all accounting records, receipts, expenditures and encumbrances;
Performs supervisory functions over clerical and professional accounting staff;
Analyzes and reviews the work product of staff, conducts employee performance appraisals, explains policy and procedures to staff, interviews applicants for employment and makes hiring recommendations.
ADDITIONAL EXAMPLES OF WORK PERFORMED:
Stays abreast of current accounting standards;
Develops formats for reports;
Acts as the liaison between Information Technology and users for financial programs;
Implements and trains county employees on accounting systems and computer procedures for financial programs;
Assists in evaluating the efficiency and effectiveness of operations in the county Auditors Office;
Conducts research and benefit analyses of proposed changes in the policies, procedures and/or programs of the county Auditors Office;
Facilitates an open, team-based approach to projects for which the incumbent is responsible;
Manages projects with multiple tasks, established timelines, monitors progress and keeps all participants informed;
Performs other duties as assigned.
JOB SPECIFICATIONS:
Bachelors degree in accounting or a related field and 4 years of directly related experience in governmental accounting, financial reporting and accounting system development required;
One year of experience in supervising or directing staff;
Extensive and varied experience in accounting and/or auditing systems;
Direct governmental accounting experience at a management level and a current Certified Government Financial Manager (CGFM) designation preferred;
Must be able to obtain and maintain CGFM status;
Thorough understanding of Generally Accepted Accounting Principles (GAAP) and familiarity with all pronouncements promulgated by the Governmental Accounting Standards Board (GASB);
Thorough knowledge of accounting, auditing and budgeting theory, principles, techniques and procedures;
Thorough knowledge of the application of governmental accounting, auditing and budgeting;
Thorough knowledge of the principles of management and supervision;
Ability to prepare complete, complex financial statements and reports;
Ability to supervise, train and evaluate the work of staff;
Ability to modify, design and implement accounting and budgeting systems;
Ability to plan and assist in the design and/or modification of computerized financial systems;
Ability to communicate effectively verbally and in writing;
Ability to analyze accounting systems and make recommendations for improvement;
Ability to conduct audits of departmental programs;
Ability to analyze laws, regulations and similar information;
Ability to make sound judgments and draw valid conclusions.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
May be required to lift up to 20 lbs;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.

Compensation: $60,000 - $70,000/year plus excellent benefits
