Procon Consulting LLC is currently seeking an experienced (5+ years) federal government contract specialist to support the General Services Administration in Washington, DC in performing cradle-to-grave contracts administration and management duties on various federal service, A/E and construction contracts.
Responsibilities:
•Assist in the planning, organization, documentation, and execution of all duties that are associated with the procurement of services.
•Apply the Federal Acquisition Regulations (FAR), the General Services Acquisition Regulations (GSAR), and GSA policies and procedures to all assigned procurement actions and resulting contracts.
•Assist in developing acquisition plans and procurement schedules.
•Assist in the evaluation of statement of services and scopes of work.
•Prepare contract documentation, to include solicitation preparation, request for proposals, award documents, requests for audits, price negotiation documentation, contract modifications, and pre-negotiation objective memorandums.
•Conduct and review technical, cost and price analysis.
•Review and evaluate bids and fee proposals.
•Assist in or conduct negotiations.
•Compose and prepare award, contracting officer representative (COR), and Notice to Proceed letters.
•Coordinate pre-validation of funding for contract actions.
•Respond to questions posed by legal staff.
•Apply economic adjustments to contract rate schedules as required.
•Keep track of contract fee balances.
•Review all contract delivery order and modification folders for completeness.
•Meet with various agency officials on a recurring basis in order to ensure that agency expectations are being met and that quality service is being provided.
•Ensure that contract files are created and maintained in accordance with GSA policies, and related regulations and statutes.
•Assist in preparing responses to protests, claims, cure notices, and appeals.
•Independently respond to all written and telephone inquiries.
•Ensure that procurement data is maintained in procurement computer system.
Position Qualifications:
•Highly motivated with great organizational, team, and customer service skills.
•Five (5) years experience in federal government contracts
•Utilizes word processing (MS Word), spreadsheet (MS Excel), and database software (MS Access).
•Capable of writing clear and comprehensive reports based on business related data derived from numerous sources.
•Possess excellent communication and organizational skills.
•Must possess working knowledge of the Federal Acquisition Regulation (FAR).
•A BS/BA Degree
