RN Position:
Overview
Walter Reed Army Medical Center, located in Washington, DC, is an integrated health care delivery system offering military personnel and their families, in and around Washington, DC, access to comprehensive medical care. Walter Reed is the Army’s largest healthcare facility receiving over 600,000 visits annually to their main hospital and satellite clinics. Walter Reed is a 113 acre installation, with approximately 25 buildings. The primary objective is to provide services and deliverables through performance of varying clinical and administrative functions to the Walter Reed Army Medical Center (WRAMC), Warrior Transition Brigade.
Most tasks will be performed at the Walter Reed installation; specifically Buildings 2 and 38, with a high majority being performed within the National Capital Region and limited travel to other military installations. The NCM works under the general supervision of the Senior Case Manager.
Position Requirements
Education: Bachelors Degree (4 year degree) of Science in Nursing or Associates Degree (2-3 year degree) resulting in receiving certification as a Registered Nurse (RN). RN must have an RN License and complete Basic Combat Lifesaving. 5 to 10 years of professional expertise in a wide range of healthcare practices, principles, and concepts, and extensive experience with medical practices and procedures of considerable complexity to analyze the full scope of problems associated with providing appropriate, cost effective health care to soldiers. Position may be assigned to rotating shifts.
• Position requires a BLS certification as a condition of employment.
• Must maintain current license in a State, Territory, of District of Columbia.
• Assumes essential personnel status during inclement weather/emergencies.
• May be assigned on a temporary basis to other clinics or nursing unit requiring rotation of shifts.
• ACLS certification preferred.
Knowledge / Skills / Abilities:
• Extensive knowledge of professional nursing concepts, principles, and practices to assess the complex medical, surgical and mental health needs of the empanelled Warrior-in-Transition population.
• Knowledge of the ANA Nursing Scope and Standards of Practice.
• Knowledge of the Standards of Ambulatory Nursing Practice.
• Knowledge of principles of pharmacology and the preparation and administration of medications.
• Knowledge of infrequently used and special drugs including normal dosage administration, action, and adverse reactions.
• Knowledge of management principles required in administration of the nursing unit.
• Knowledge necessary to identify and meet learning needs of newly assigned personnel, students, and subordinates.
Site Specific Requirements:
Regular work hours will not to exceed a 40-hour work week consisting of an average of 8-hour workdays plus a 60 minute, unpaid break. Variation in operational hours can be expected based upon the local MTF and clinic policies, and may vary by location (typically 0730-1630) however hours may be modified during surge activities. Required services may be scheduled between the hours of 6:00 a.m. to 7:00 p.m., Monday through Friday.
Duty on weekends and outside normal clinic hours may be required based on mission requirements but will be coordinated by the assigned MTF supervisor and scheduled with the contract service provider. Employees may be required to work on legal holidays as determined by the department chief. Generally, The employee will be required to work one winter holiday to include: Thanksgiving, Christmas, and New Years and one summer holiday to include: Memorial Day, Independence Day, and Labor Day.
All employees shall take part in Department or MTF programs as required to meet Joint Commission standards. All Media Inquiries shall be immediately relayed to the Government Contracting Officer Representative. There shall be no interviews, comments, or any other response without the knowledge and approval of the MTF commander. All employees who will be working in any of the military medical treatment facilities may have to undergo a federal and state background clearance and Criminal History Background Check Requirement.
General Tasks
Perform a variety of treatment procedures provide nursing care and assist in the coordination of resources that supports the physical, emotional and spiritual healing of Warriors in the Warrior Clinic. Nursing care in the Warrior Primary Care Clinic is episodic and primary in nature. It includes the need for prompt assessment of the patient’s problem, whether it be an emergency, acute or minor illness. This includes definitive intervention within established legal parameters and stabilization of client’s physiological and/or emotional problems. Employee performs a full range of professional nursing/management tasks/function. Employee is required to make decisions concerning data interpretation, planning work or refinement of methodology and techniques to be used. Work consists of duties of a highly complex nature (e.g., acuity of patient illness and administrative responsibilities).
• Uses a systematic approach to obtain data each time a patient enter the Warrior Primary Care Clinic, whether in person, on the phone or through other electronic communications.
• Utilizes appropriate patient interview skills to identify existing and potential problems.
• Through effective screening, determines the prioritization of patient’s clinical needs based on physical urgency, and patient involvement in any pre-established or ongoing specialty care and mental health treatment programs.
• Conducts physical assessment, using knowledge of anatomy and physiology and nursing principles recognize subtle changes and deviations from normal.
• Interprets and/or makes inferences regarding patient’s verbal and non-verbal actions/responses. Identifies and communicates patient’s problems to appropriate personnel.
• Determines appropriate actions and resources, evaluates nursing interventions based upon a patients response to care, and revises plan of care accordingly.
• As an active member of the patient’s multidisciplinary team, works in close collaboration with the Triad of Care consisting of Nursing Case Manager, Primary Care Manager and Warrior Transition Unit (WTU), Command and Control personnel with the goal of creating a functional, individualized plan of care for patients requiring treatment in an ambulatory care setting.
• Serves as patient advocate as needed.
• Communicates progress and/or changes to the patient, family, and member, WTU personnel, other military treatment facilities and agencies, primary care managers, and others as appropriate in order to effectively facilitate care.
• Prepares and administers a variety of medications to adult and geriatric clients, to include emergency intravenous medications during crisis situations.
• Performs skilled nursing procedures in an efficient manner often under stressful conditions. Coordinates related health care activities in the prompt and effective treatment of patients, (x-rays, lab, physician consults, CT Scan, etc.).
• Operates and maintains specialized equipment such as infusion pumps, EKG machine, defibrillators, and respiratory support equipment.
• Works closely with the physician assisting with a variety of specialized and therapeutic procedures such as, but not limited to, lumbar puncture, abscess incision and drainage, toenail removal, joint injections, and wound repair.
• Assess and appropriately documents patient response to therapies, procedures or interventions.
• Participates in patient/family education and individualized patient teaching using knowledge or nursing principles, anatomy and physiology, pharmacology, universal precautions, principles of infection control, and human behavior.
• Teaches patient and family regarding disease process; pre and post procedure care; diagnostic procedures; use of equipment related to disease/care; expected and possible adverse reactions to medications; discharge planning; health maintenance; and illness prevention.
• Coordinates cardio-pulmonary resuscitation efforts during life-threatening events. Routinely checks emergency equipment each tour of duty and documents the same.
• Responsible for maintaining and accounting for narcotic and other drugs used in the Warrior Clinic according to Standard Operating Procedures.
• Trains and assists with teaching and training as needed.
• Employee provides teaching and training to newly assigned clinic personnel; assists in ongoing skills training.
• Serves as role model and teacher for other personnel, including experienced and fully trained nurses, and actively participates in Department of Nursing Education and Training programs. Assists in the orientation of the rotating student, intern and resident medical staff while serving as their primary resource for policy and procedural guidance.
• Routinely interacts with all hospital activities to include emergency department, patient wards, x-ray, lab, clinics, and other various departments and sections.
• Contacts, telephonically, WTU personnel, personnel at other hospitals, as well as civilian and military members of the community.
• Contacts occur primarily within the hospital but may occur outside the area of immediate patient support activities; contacts are of a moderately structured nature.
• Routine contacts and communications are with patients, families/significant others, other nursing staff members, physicians, representatives of other disciplines, facility staff, and the general public.
• Contacts with other nursing staff members are to obtain or exchange information; to give or clarify pertinent data about patients, to plan and coordinate patient care, to plan group activities, and to monitor and advise employee regarding the performance of patient care delivery.
• Contacts with patients, families/significant others regarding primarily to plan, coordinate, and gain compliance with the health care regimen, to provide emotional support, and to settle complaints and issues of concern.
• Contacts with physicians are concerned with obtaining and exchanging information about the patient’s status, clarifying written orders, accepting verbal and telephonic orders, and to plan and coordinate patient care needs, and to gain compliance with established unit policies.
• Contacts with facility staff and general public are to obtain and exchange information, to advise on unit procedures and/or policies, and to gain cooperation in the solution of problems.
• Knowledge of DoD suicide prevention and DoD Sexual Assault Prevention and Response programs.

Deliverables and Reports
• Documents all pertinent data regarding the physical and emotional status of patients to include, but not limited to, the patient’s appearance, emotional status, interaction with staff and/or family, and knowledge level of disease process and treatment plan.
• Participates in ongoing review of standard Warrior Clinic nursing procedures manual and assists with revising and updating as needed.
• Apply clinical knowledge to solve both administrative and clinical problems related to the treatment of Warriors-in-Transition across the spectrum of healthcare.
• Initiate and coordinate cardiopulmonary resuscitation efforts to include life support techniques, and all other definitive measures within established legal parameters.
• Evaluate the effectiveness of the plan and/or care provided and to correctly modify the plan of care based on changes in the patient status or situation.
• Coordinate patient care needs with staff capabilities and evaluate and monitor the nursing care provided by same.
• Employee must use clinical judgment in applying referenced materials and is allowed to deviate from guidelines when in his judgment it is indicated.
• Employee is free to decide when supervisor must be notified. Judgment is required to assess situations and to develop plans and procedures in absence of applicable guidelines.

The Certified Nursing Assistant will perform a range of standard patient care duties,
technical nursing procedures, patient charting and patient teaching procedures to
support nursing care and assist in the coordination of resources that supports the
physical, emotional and spiritual healing of Warriors in the Warrior Clinic. The Certified
Nursing Assistant will execute patient care duties under the general supervision of the
NCOIC, Warrior Clinic.
Position Requirements
Education: Must maintain a current Nursing Assistant Certification from a Board of
Nursing in a State, Territory, or District of Columbia.
Other Requirements: Position requires a current BLS certification as a condition of
