Support the writing of technical documents and proposals. Provide technical editing by reviewing grammar, writing styles, and syntax to produce quality materials. Support rewrite to ensure quality deliverables and technical reports, as required. Create, develop, plan, write, edit, review, and/or produce original proposal responses and other documents as needed. ESSENTIAL FUNCTIONS: • Work co-operatively as a team mate to help subject-matter-experts (SMEs), capture managers, and proposal staff to design, write, review, and produce high-quality, timely, winning proposals • Copy edit proposals and related documents for completeness and compliance with editorial standards and for proposal formatting/composition • Coordinating proposal reviews, ensuring compliance with solicitation requirements • Review, edit, and format draft technical proposal material prepared by SMEs into clear, concise, compelling proposal text and illustrations concepts • Interact with SMEs to ensure the accuracy of documentation • Take on extensive rewriting and editing assignments in addition to draft writing • Prepares presentation by evaluating text, graphics, and binding; coordinating printing • Ensuring that cost information is accurately presented • Providing support for construction of bid grids as necessary • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases • Maintaining boilerplate material inventory • Assist with, design, implement and/or manage other documents or projects as assigned Additional functions for Level II • Meets proposal deadline by o Preparing proposal schedules by establishing priorities and target dates for information gathering, writing, review, and approval o preparing proposal outlines o preparing compliance matrices o entering and monitoring tracking data o coordinating requirements with contributors; contributing proposal status information to review meetings o transmitting proposals • Develops proposal by assembling and/or writing information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials • Create new content for management, past performance, quality control, and staffing sections based on research • Perform contract administration duties to track RFI and new business proposals • Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings • Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals • Obtains approvals by reviewing proposal with key providers and project managers • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate; implementing changes KNOWLEDGE, SKILLS & ABILITIES: • Analytical – The individual synthesizes complex or diverse information • Delegation – The individual delegates work assignments, gives authority to work independently, sets expectations and monitors delegated activities • Judgment – The individual displays willingness to make decisions, exhibits sound and accurate judgment and makes timely decisions. Requirements for Level II • Five years of proposal writing experience • Two years of experience in responding to federal requests for proposals. Experience should be related to writing and developing technical information for responsive bids • BA or BS in Journalism, English, Technical Writing, Communications or Public Relations.
