DESCRIPTION: Designs and prepares plans, cost estimates and schedules for overhead and underground systems installations for transmission and distribution systems developments. RESPONSIBILITIES: • Designs, plans, and prepares cost estimates for overhead and underground line extensions for system improvement projects. • Coordinates work to be performed by MECO with developers, County, State and government agencies, consultants, electrical contractors, and joint pole members. Responsible for MECO correspondence, preparation and issuance of construction work orders. • Determines and designates, with Staff Engineers, the routes for large overhead and underground lines. • Obtains all necessary permits and easements, attends and/or participates in public workshops and testifies at governmental hearings. • Estimates value of Company equipment for sale or condemnation. • Provides work direction to T&D Division personnel as directed. KNOWLEDGE REQUIREMENTS: • Thorough knowledge of the principles and theories of Electrical Engineering normally acquired through completion of advanced college level courses required for a BS degree in Electrical Engineering. • Thorough knowledge of the application of the Tariff, Electrical Service Installation Manual, EUSERC, overhead and underground Engineering standards, PUC general orders, T&D construction materials, distribution design criteria, project management/engineering techniques, planners guide, joint pole manual and engineering standard practice processes and procedures. Thorough knowledge of MECO’s various types of distribution and transmission systems. • Demonstrated working knowledge of personal computers and related software applications (i.e. spreadsheets, word processing, database management, excel, etc.) • Working knowledge of County of Maui, State, and Federal laws and regulations and permits required as related to placement of electrical facilities along rights of way and cost sharing. SKILLS REQUIREMENTS: • Demonstrated ability to remain flexible in demanding work environment and adapt to rapidly changing priorities. • Demonstrated written, oral and presentation skills to effectively communicate with all levels of the organization and public sector. • Demonstrated analytical and computational skills, including organizational time management skills to effectively manage larger complex projects. • Must have or be able to qualify for a State of Hawaii’s driver license in order to travel to various sites to inspect or monitor progress of reports. EXPERIENCE REQUIREMENTS: • Extensive (13-15 years) experience in distribution, transmission, and/or customer service electrical design and/or planning responsibilities, or equivalent experience. • A BS degree in Electrical Engineering from an accredited college or university may be substituted for eight (8) years of experience.
