NATURE OF WORK:
Provides services, assistance and guidance to all departments/programs within SCF on compliance related issues to include but not limited to education, audits, monitoring of federal, state & local developments and analysis of data and trends to identify potential system controls risks and opportunities to enhance performance improvements and compliance with federal, state and locals laws, rules and regulations as well as organizational and professional standards. This is a job progression, three (3) job levels, designed to provide progressively more responsible and independent work experiences to participants as part of the overall assessment of their ability and capability. Promotion between job levels is based on performance on prior assignments and the demonstrated ability to successfully handle more progressively responsible assignments. Conducts compliance education, investigations and audit activities of the organization, divisions and programs. Keeps abreast of new and on-going compliance principles, practices, laws, regulations and literature. Assists with quality monitoring and accreditation activities throughout the organization. Makes recommendations regarding departmental systems and procedures, goals and objectives and planning. May assign, supervise, review and coordinate the work of other Quality Assurance staff members as needed; train other staff members in a variety of areas. Participates in the development and implementation of Compliance and Quality Assurance related policies and procedures. May serve as Privacy Officer (as Compliance Specialist II/III).
KNOWLEDGE, SKILL, & ABILITIES:
Prefer certification in RHIA/RHIT/CHC/CCEP/CPC/CCS. CS I: Ability to retrieval of information from a variety of sources, including clinical charts, billing and other records. Ability to organize and analyze data. Ability to assist in conducting investigations and compliance risk assessments. Ability to write technical reports. Knowledge and skill using automated spreadsheets, word processing, presentation and audit retrieval or other spreadsheet/word processing software. Ability to work as a team member and good interpersonal skills. Ability to work easily and in a friendly manner with the general public, other employees and occasionally handle the hostile or disgruntled client. Ability to work independently on multiple activities with follow-up skills. Ability to use judgment concerning resources and controls. Knowledge of 1974 Privacy Act and the Healthcare Insurance Portability and Accountability Act (HIPAA). Ability to maintain quality, safety and infection control standards.

Strong knowledge and skill using automated spreadsheets, word processing, presentation and audit retrieval or other spreadsheet/word processing software. High standards and ability to inspire confidence in peers and subordinate and encourages cooperation among all levels of staff. Demonstrated ability to prepare effective reports, correspondence and other written materials. Ability to work easily and in a friendly manner with the general public, other employees and occasionally handle the hostile or disgruntled client. Demonstrated ability to conduct investigations, compliance risk assessments and audits. Ability to work independently on multiple activities with strong follow-up skills to ensure fast, efficient completion of tasks. Ability to use independent judgment concerning effectiveness and efficiency of operations, resources and controls. Demonstrated skill and knowledge of project development. Knowledge of HIPAA and 1974 Privacy Act.
CS III: Strong knowledge of the Healthcare Insurance Portability and Accountably Act, the Privacy Act of 1974 and other confidentiality/privacy regulations. Proficiency in collecting, organizing and analyzing data and complex processes and using statistical data gathering tools to conduct quantitative and qualitative analysis of data. Demonstrated ability to effectively communicate and work with all levels of staff, including senior management and executive staff. Proficiency in teaching, making presentations and facilitating groups of people. Expertise in conducting investigations, compliance risk assessments, audits and follow-up activities. Skilled in preparing effective written reports, correspondence and other communication. Ability to effectively communicate and work with senior management and Executive staff. Considerable skill in exercising independent judgment concerning investigation, reports and resources and controls. Ability to evaluate compliance program effectiveness and implement improvements.
QUALIFICATIONS: SCF programs are established for the purpose of serving a primary population comprised of Alaska Natives who are affiliated with the Cook Inlet Region Inc. (CIRI), and Alaska Natives and American Indians within SCF’s geographical service area. Employees should have a thorough understanding of the cultures and the needs of the CIRI members, and of the general culture and needs of Alaska Natives and American Indians. Prefer certification in RHIA/RHIT/CHC/CCEP/CPC/CCS. CS I: Bachelor’s degree with an emphasis in healthcare, accounting, information systems or equivalent training and experience. Ability to obtain certification related to work (such as CPHQ, CHC) within two (2) years. Two (2) year healthcare experience. Valid driver license required. CSII: Certification related to work (such as CPHQ, CHC). Two (2) years healthcare compliance experience. CSIII: Post graduate degree preferred. Two (2) additional years of healthcare compliance experience (no less that 4 years experience). One (1) year of supervisory experience.
